REGISTRATION PROCESS
Please read and understand the ABI registration process and required documents needed to process your request. ABI mandatory annual lot fees and inflation user fees must be current before Renter/Boarders can register and before beach passes and amenity (vehicle parking passes, ramp access passes, watercraft storage passes) orders can be processed.
NOTE: NO REFUNDS/CREDITS WILL BE ISSUED. OVERPAYMENTS WILL BE APPLIED AS A DONATION. IT IS THE APPLICANT'S RESPONSIBILITY TO PROVIDE ALL REQUIRED DOCUMENTATION.
ABI REGISTRATION IS EASY
3 Easy Steps:
*Property/Lot Owner Pays Annual Lot Assessment Fees and Inflation User Fee - Invoiced via Email or USPS annually as announced.
1) Property Owners Pay Annual Lot Assessment Fees and Inflation User Fee via annual invoice.
2) Property Owners and Renter/Boarders (over 21 years of age) complete the Amenity Order Form for beach passes and amenity (vehicle parking, ramp access, dinghy dock storage, watercraft rack storage) passes.
3) ABI Registrar Invoices for Amenity Orders and passes are issued based upon proper documentation for verification of residency.

REGISTRATION PROCESS & DOCUMENT REQUIREMENTS
GENERAL INSTRUCTIONS
All qualifying property owners will receive an invoice for the deeded annual lot assessments and mandatory user fee. All lot assessments and user user fees must be paid prior to ordering beach passes and amenities (vehicle parking, boat ramp access, dinghy dock storage, and watercraft rack storage passes).
If you are a NEW HOMEOWNER, deeded annual lot assessments and mandatory user fees may have been paid by the previous owner or during settlement. Refer to your settlement documents or request a Homeowner Lot Fee Invoice to verify property status.
After all mandatory assessment and user fees are paid and the account is current, owners may order beach passes and amenities (vehicle parking, boat ramp access, dinghy dock storage, and watercraft rack storage). The Owner Beach Pass & Amenity Order Form must be completed to obtain beach passes for a spouse not listed on the property deed, and dependents between the ages of twelve (12) and twenty-one (21). Adult residents over the age of 21 living with or in an owner's home must complete the Non-Owner Beach Pass & Amenity Order Form separately as a Non-Owner, but can only do so after the Lot Owner account is current.
REQUIRED INFORMATION FOR DEEDED PROPERTY/LOT OWNERS
Full owner name(s), mailing address, contact phone number(s) and e-mail address(es) to be used for official ABI correspondence and inquires only.
Mailing address, if different from Arden address, whereby ABI correspondence will be mailed.
Spouse not listed on the property deed having a different last name from the owner must provide Proof of Residency (POR) in the form of a marriage certificate.
REQUIRED INFORMATION FOR NON-OWNERS
A Non-Owner is defined as an individual over the age of twenty-one (21) living at an Arden residence regardless of relationship to the owner. This includes renter/boarders.
Non-Owner full name(s), Arden address, contact phone number(s) and email address(es) of each non-owner residing at the Arden address to be used for official ABI correspondence and inquiries only.
Non-Owner beach passes may be requested for non-owners and and their respective dependents. A copy of two (2) of the following documents listing the non-owner name(s) and the Arden address must be provided to ABI in order for non-owner(s) to receive ABI beach passes and amenities: current lease, Maryland State issued driver’s license or identification card, Maryland change of address certificate, or official correspondence such as a pay stub, utility bill, bank statement, etc. There is a $25 annual fee per non-owner over the age of twenty-one (21) for non-owner beach passes, plus additional annual payment for optional amenities ordered. Beach passes for dependents between ages twelve (12) and twenty-one (21) inclusive are at no additional cost.
Deeded property owners must be current with annual mandatory lot fees and inflation fees in order for a non-owner to receive beach passes and amenities.
BEACH PASS ISSUANCE REQUIREMENTS
All owners and non-owners are required to follow and adhere to BEACH RULES, and agree to take responsibility for, and to ensure those rules are understood by, any dependents and authorized guests thereof.
Dependent passes are issued according as follows:
Under twelve years (12) of age - no pass is issued or required.
Twelve (12) to twenty-one (21) years of age - a pass is issued but no Proof of Residency (POR) is required.
Non-Owners may receive beach passes and order amenities after owner fees are paid and the property is current, and once the requirements of POR have been met and the $25 annual fee per non-owner has been paid.
Each beach pass provides for up to and no more than four (4) authorized guests at any given time. Arden residents MAY NOT sponsor another Arden resident as a guest. Beach pass holders are responsible for all guest conduct.
AMENITY PASS ISSUANCE REQUIREMENTS
VEHICLE PASSES:
A vehicle pass is required to park at any ABI private property, includes beaches and ramps and is valid for the respective calendar year.
Vehicle pass requests require the following documentation before issuance: current vehicle registration in the name of the Arden resident listing the Arden address. Expired vehicle registrations will not be accepted. If required documentation is not provided, passes will not be issued. NO REFUNDS/CREDITS will be issued. Overpayment will be applied as an ABI donation. It is the applicant's responsibility to provide all required documentation.
Passes must be affixed/adhered to the driver’s side lower windshield and are not transferrable between vehicles. Unaffixed/adhered passes are subject to confiscation and may result in suspension of privileges.
Vehicles without passes or improperly displayed passes on ABI property are subject to towing at the owner's expense.
Vehicle passes are assessed $10 annual fee per pass valid for that respective calendar year.
RAMP ACCESS PASSES:
A ramp access pass is required for any use of an ABI boat ramp, and is valid for the respective calendar year.
Ramp access passes require the following documentation before passes can be issued: current trailer registration OR boat title OR current boat registration in the name of the Arden resident displaying the Arden address. If required documentation is not provided, passes will not be issued. NO REFUNDS/CREDITS will be issued. Overpayment will be applied as an ABI donation. It is the applicant's responsibility to provide all required documentation.
Ramp access passes must be displayed on the trailer mast/winch on the driver’s (left/port) side.
Unaffixed/adhered passes are subject to confiscation and may result in suspension of privileges.
Trailers without ramp access passes or improperly displayed passes are subject to towing at the owner's expense.
Ramp access passes are assessed a $75 annual fee for the first pass, plus an additional $25 annual fee for a second pass valid for that respective calendar year.
Ramp lock codes will be reset annually on January 1st. The new code will be provided on the back of the ramp access sticker issued to your trailer/vessel. Codes may not be shared or given out. Violation will result in revocation of privileges until further notice.
DINGHY STORAGE PASSES:
A dinghy storage pass is required for permanent docking of a dinghy at Ramp 4 and is valid for the respective calendar year.
Dinghy storage passes require the following documentation before passes can be issued: vessel description (make/model if available) and color, along with a photo. If required documentation is not provided, passes will not be issued. NO REFUNDS/CREDITS will be issued. Overpayment will be applied as an ABI donation. It is the applicant's responsibility to provide all required documentation.
Dinghy storage passes are for ABI authorized residents only and must be displayed on the dinghy hull.
Dinghy storage passes are assessed an annual $25 fee valid for that respective calendar year.
Dinghy must be maintained and adequately secured by the respective owner at the Ramp 4 dock. Dinghy not maintained and adequately secured is subject to removal and pass revocation.
WATERCRAFT STORAGE PASSES:
A watercraft (kayak, paddleboard, canoe) pass is required for storage on racks located at Beaches 1, 2, 4 & 5, and is valid for the respective calendar year.
Passes must be adhered to the hull and visible.
Each watercraft pass is assessed a $25 fee valid for that respective calendar year.
Each watercraft is assigned to a specific slot# on the rack at a specific beach and must be stored in the specified slot# only. No ground storage or storage leaning against the racks are is permitted.
Individuals requesting passes for multiple vessels will be required to double-up watercraft in the slot assigned to allow space for others (granted the vessels will fit).
Any watercraft utilizing the storage racks without a valid permit will be removed and face possible forfeiture.
Invoices must be paid prior to the invoice due date to secure space. If payment is not received within that time frame, the space will be offered to the next requestor. Prior year storage space continuance is not guaranteed for the next year if renewal request is not made and paid prior to the invoice due date.
REQUIRED PAYMENTS AND FEES
Required payments and optional fees are listed on the ABI website. See FEE SCHEDULE for information.
Late Fee – A $10 late fee is charged for every year that the mandatory lot fee is received after March 1st of the respective registration year, unless otherwise specified.
Collection Fee – An additional $20 is charged annually at the end of each year when the mandatory lot fee is not paid in the year of assessment.
Returned Check Fee – A $25 fee will be added for all returned checks.
All fees will be added to the mandatory lot fee total and invoiced annually.
Delinquent properties are subject to property lien and additional legal/collection fees.
OVERPAYMENTS
Any overpayment will be applied as a donation to ABI's general fund. NO REFUNDS/CREDITS will be issued. It is the applicant's responsibility to provide all required documentation.
ACKNOWLEDGMENT
• Acknowledgment of and agreement to adhere to all BEACH RULES and understanding of overall responsibility for the conduct of Dependents and Authorized Guests is required by all Lot Owners, and Non-Owner Arden residents.
To ABI's General Fund to help support property maintenance and operational efforts as well as Capital Improvement Program projects required to ensure the integrity and safe use of Arden's private beach properties.
